What is Right to Information Act |
 |
1.1. The Government of India has enacted "Right to Information Act 2005" to provide for setting out the practical regime of right to information for citizens to secure access to information under the control of Public Authorities in order to promote transparency and accountability in the working of any public authority. The Act came into force on 15.06.2005 in part and on 12.10.2005 in full force.

What is Right to Information |

2.1. The right to information includes an access to the information which is held by or under the control of any public authority and includes the right to inspect the work, document, records, taking notes, extracts or certified copies of documents / records and certified samples of the materials and obtaining information which is also stored in electronic form.

Who can ask for Information |
 |
3.1. As per Section 3 of the RTI Act, 2005, “Subject to the provisions of this Act, all citizens shall have the right to information.”

Which information is exempted from disclosure |
 |
5.1. Certain categories of information are exempted from disclosure to citizens which are mentioned in Section 8 of RTI Act 2005.

Procedure for request of information |
 |
6.1. Any request by any person seeking information shall be made orally or in writing to the Central Public Information Officer (CPIO)/ Central Assistant Public Information Officer (CAPIO) specifying the particulars of information sought by him either in English or Hindi or in Official language of the local area along with the prescribed fee. The oral request shall be reduced to writing.
6.2. The person requesting for information need not give any reasons.
6.3. The Branch Managers who are designated as Central Assistant Public Information Officer (CAPIO) shall accept the request from any person and forward it to 1st & 2nd level Officials at Zonal Offices and Head Office who are designated as Central Public Information Officers (CPIOs) and First Appellate Authority for their decision.

7.1. Any person interested in seeking information may submit his request in writing along with Rs.10/- in cash against proper receipt or demand draft or Bankers Cheque or Indian Postal Order payable to the Accounts Officer of the Public Authority or by electronic means to Accounts Officer of the public authority (if the facility for receiving fees through electronic means is available with the public authority) as per Rules 3 & 6 of Right to Information Rules, 2012

Payment towards cost of information provided for |

7.2.1.If the information sought is to be furnished by the CPIO, the person concerned has to pay the actual cost of the printing of the information. The calculation details of the cost may have to be provided to the applicant in writing.
7.2.2. It is to be noted that the Applicant can seek review of the decision on fee charged by the CPIO by applying to the First Appellate Authority i.e. Senior most General Manager at Corporate Head Office.
Fee for providing information, under Sub section 4 of Section 4 and Sub sections 1 and 5 of Section 7 of the Act, shall be charged at the following rates :
a)Rs.2 per each page in A3 or smaller size paper
b) Actual cost or price of a photocopy in large size paper
c) Actual cost or price for samples or models
d) Rupees fifty per diskette or floppy
e) price fixed for a publication or rupees two per page of photocopy for extracts from the publications
f) no fee for inspection of records for the 1st hour and a fee of Rs.5 for subsequent hour or fraction thereof
g) so much of postal charge involved in supply of information that exceeds fifty rupees

Exemption for payment of Application Fee and cost of expenditure incurred in providing the information, in certain cases |

7.3.1. Applicants who are below poverty line are exempted from paying Application Fee and cost of expenditure incurred in providing the information.
7.3.2. The information has to be provided free of cost, if the PIO fails to comply with the prescribed time limit as set out in Para 8.

Grounds for rejection |
 |
9.1
Central Public Information Officer or State Public Information Officer as the case may be, may reject a request for information under Section 9 of RTI Act 2005 where such a request for providing access would involve an infringement of copyright subsisting in a person other than the state.

Partial disclosure of information |
 |
10.1. Access may be provided to that part of the record, which does not contain any information, which is exempt from disclosure, and which can reasonably be severed from any part that contains exempted information. [S.10]
